3% – Is It Enough?

Investments in research, development and innovation have long been recognized as one of the key drivers of economic competitiveness and the strengthening of a country’s scientific potential. In public debate, the target of allocating 3% of GDP to research and development (R&D) is frequently presented as a benchmark. But is reaching this level of investment truly sufficient to effectively foster scientific excellence and innovation?

During the plenary panel, participants will explore the challenges of financing scientific research, the role of collaboration between academia, industry, and public administration, and the future directions of science and innovation policy in Poland and across Europe. The discussion will focus not only on the scale of investment, but also on how effectively these resources are used, the mechanisms for supporting early-career researchers, and the development of a sustainable innovation ecosystem.
